for president instead. as a republican against president obama in this past election election. and it's all on tape. this is se lashs almost to the point. we're talking about general petraeus. long-time republican, possible contender, the man who just resigned from running the cia in a sex scandal we still don't understand. here he is on tape talking about how he will have the fox news chairman run his campaign and the owner of fox news will bankroll his campaign and he raises the issue of his wife. there's a certain level of interest in this new tape because of who is on it. beyond that, there's the media factor. here's the fox news channel trying to recruit a presidential candidate for the republican party. the fox news chairman telling bob woodward once he was reporting on this, "i thought the republican field in the primaries needed to be shaken up and petraeus might be a good candidate." he said that on the record. after being caught doing it on tape. which means the fox news channel seriously is not like anything news. they officially are just a media arm of the republican party. they

agree are more harmful than what obama is proposing by raising the upper two brackets. and then this party that paraded around as the big deficit hawks, the guys that wanted to control spending, the only cuts they put on the table is playing at margins, increasing retirement age from 65 to 67 and adjusting rates for social security. this hasn't presented itself as a party that wants to cut spending. on one hand you have president obama's proposal, which most agree is the responsible way of raising the debt, raising rates. and responsible cuts on entitlements and discretionary spending versus republicans who are divided against something that is a chicken hawk when it comes to the deficits, that is the boehner approach, or the more extremist position which is absolutely nothing.ç so this is an extraordinary position for the republican party to have evolved into. >> you must respond to what julian just said. >> i like julian an awful lot but i think what he said is entirely wrong. it's fascinating president obama last july, july of 2011, said we can get $1.2 trillion i

obama said in the campaign he favored a balanced approach to getting over the fiscal cliff. balanced normally means about 50/50. 50% spending restraint. 50% revenue enhancement. but the president's proposal is apparently something like 80% tax increases. 20% spending restraint. unspecified. unspecified means it won't ever happen. >> jamie: what do you expect to happen given the fact that speaker boehner says that the white house is not willing to compromise on anything. if you are an american and you are sitting at home, maybe you are relying on entitlements. do you think both sides will have to cut entitlements and which ones? >> guest: entitlement reform will have to become part of a comprehensive approach early in the next year. i don't think in the holiday period you will be able to sort out any kind of a grand bargain. what really should worry americans is taxes will go up on everybody, unless some resolution is made by december 31. that will weaken the economy. that will ultimately weaken the people who pay the bills for entitlements. that is the first problem we have. >> jamie

obama and speaker boehner spoke on the phone yesterday for the first time in days. both men agreed not to publicly characterize how the conversation went. but the stalemate in negotiations entered new territory yesterday with treasury secretary tim geithner suggesting the white house is ready to go off the cliff if republicans refuse to raise taxes on the 2%. >> if republicans do not agree to that, is the administration prepared to go over the fiscal cliff? >> oh, absolutely. again, there's no prospect to an agreement that doesn't involve those rates going up on the top 2% of the wealthiest americans -- remember, it's only 2%. the size of the problem in some sense is so large, it can't be solved without rates going up as part of that. again, i think there's broad recognition of that reality now. >> one fallback option republicans are reportedly considering is to accept tax cuts for the middle class, allow rates to go up for the wealthiest, and then start the fight over again during debt limit talks early next year. yesterday at a business roundtable of ceos, president obama took a

the way. this is a two man deal now president obama and the house speaker john boehner. at least publicly john boehner is not sounding confident. >> he is not. he was very pessimistic and came out and told reporters is he still frustrated that president obama has not responded with some sort of a counter proposal to the republic debt plan that was put on the table. he basically is saying that these talks are still going nowhere. this isn't a progress report because there is no progress to report. when it comes to the fiscal cliff that's threatening our economy and threatening jobs. the white house has wasted another week. >> one sign of optimism is when he was pressed by a reporter about tax rates, he seemed to leave the door open about some flexibility of negotiating with the white house. vice president biden said while rates have to go up it's negotiable what exact rate it is. whether it goes all the way up to the top rate to 39.6 like the clinton days. it seems like there is wiggle room on both sides. that may be where we get a deal if these two sides get together next week, shep. >> s
